Understanding the difference makes setup easier and prevents common troubleshooting mistakes.
What a modem does
A modem is the device that connects your premises to an internet service provider (ISP). Depending on the service type, it may communicate through a cable line, telephone line, fiber terminal, or fixed wireless connection. Its central task is to establish the connection between the ISP’s network and your home or office network.
For printing and scanning, the modem is usually not the device that directly manages discovery, printer sharing, or wireless connections. However, if the modem has lost its ISP connection, cloud printing features, firmware updates, email-to-scan services, and remote access functions may stop working.
What a router does
A router directs traffic among devices on a local area network (LAN) and, in most homes, provides Wi-Fi. It assigns local IP addresses, commonly through DHCP, and allows a phone, computer, printer, or multifunction device to find other approved devices on the same network.
For a wireless printer, the router is normally the key device. The printer joins its Wi-Fi network name, also called an SSID, and receives an IP address. A desktop computer connected by Ethernet to that same router can then send print jobs to the printer. The same principle applies to network scanning: the scanner and the computer or mobile app must be able to reach each other through the local network.
Local printing can work without internet access
A useful distinction is that local network access and internet access are not identical. If the ISP connection is down but the router remains powered on and its LAN is operating, a computer may still print to a local network printer. Internet-dependent services will not work, but ordinary printing can continue.
A printer does not need the public internet to communicate with a computer in the same home or office. It needs a functioning local network, compatible settings, and permission to communicate across that network.
Modem, router, and gateway compared
Many internet providers supply one box that combines a modem and router. This is often called a gateway. It may also include Wi-Fi access point functions, Ethernet ports, and basic firewall controls. Even when there is only one physical device, the modem and routing functions are still separate.

Why printers and scanners depend more on the router
Wireless printers are network clients. They need the correct network name, password, security method, and radio band. Most current multifunction printers support 2.4 GHz Wi-Fi; some also support 5 GHz. Because 2.4 GHz generally reaches farther and is widely supported, it is often the safer choice for a printer located away from the router.
Routers also influence discovery protocols used by operating systems and printing apps. If a phone is on a guest network while the printer is on the primary network, the router may intentionally block communication. Client isolation, wireless isolation, VLANs, and some mesh-network settings can have the same effect.

- Place the printer near the router for initial setup if signal strength is uncertain.
- On the printer control panel, open the wireless or network setup menu and select the correct SSID.
- Enter the Wi-Fi password carefully and wait for the printer to report a successful connection.
- Print a network configuration page, if available, and note the printer’s IP address and Wi-Fi band.
- On the computer or mobile device, add the printer through the operating system’s printer settings or the manufacturer’s app.

Use the right address when discovery fails
Automatic discovery is convenient, but it is not required. If the operating system cannot find the printer, add it by IP address using the printer’s network configuration page. This approach is particularly useful in small offices, where a DHCP reservation prevents the printer address from changing after restarts.
Do not confuse a local IP address, such as 192.168.1.45 or 10.0.0.27, with the public IP address assigned by the ISP. Local addresses are used inside the building; the public address is used for internet traffic.
Common network problems and their likely cause
If every device has lost internet access, check the modem or gateway status first and contact the ISP if necessary. If internet works but the printer is unavailable, focus on the router, Wi-Fi connection, and printer settings. Restarting equipment can help, but it should be done methodically: restart the printer first, then the router or gateway if needed, and allow each device to finish booting before testing again.
Another frequent issue is a router replacement or a changed Wi-Fi password. The printer retains the old network details and must be connected again. In dual-band networks, separate SSIDs such as Home-2.4 and Home-5 make it easier to select a compatible band. With one combined SSID, band steering may work well, but older printers can occasionally need a temporary 2.4 GHz-only setup.
Security and maintenance considerations
A printer is a networked computer and should be maintained accordingly. Change default administrator credentials, install manufacturer firmware updates, and disable remote-management features that are not needed. Avoid exposing a printer directly to the internet through port forwarding. Remote printing should use a trusted manufacturer service or a properly secured business network rather than an open inbound port.
For scanning, confirm that the destination computer is awake, its firewall allows the relevant scanning software, and the scanner software is current. A router cannot solve a blocked local firewall rule, but knowing that the network path is working helps narrow the diagnosis.
